Mission Statement
The Institute for Juvenile Justice and Behavioral Policy is a non-partisan policy research and advocacy organization dedicated to dismantling the school-to-prison pipeline and safeguarding neurodivergent (ND) children from institutional abuse. By bridging the critical divide between statutory due process and clinical behavioral science, the Institute drafts, analyzes, and advocates for evidence-based public and private policies that protect the civil, legal, and mental health rights of vulnerable youth.
The Problem
The criminalization of disability. Neurodivergent children are five times more likely to be arrested in public school systems than their neurotypical peers. School districts routinely utilize law enforcement (School Resource Officers) to manage behavioral crises that stem directly from clinical manifestations of a child’s disability, effectively bypassing federal protections under the Individuals with Disabilities Education Act (IDEA).Institutional abuse vulnerability. Autistic and neurodivergent children are exceptionally susceptible to sexual, physical, and psychological abuse by caregivers, therapists, teachers, and school aides. Predators actively exploit communication barriers (e.g., non-verbal or minimally verbal youth), while institutional systems frequently cloak abusive boundary violations behind the guise of "behavior management" or "crisis restraint."
The Solution
The Institute deploys a unique, multi-disciplinary squad of criminal justice legal scholars, clinical psychology researchers, and Board-Certified Behavior Analysts (BCBAs). We transform raw clinical data and field evidence into high-impact white papers, model legislation, and institutional compliance frameworks to establish an absolute shield for neurodivergent youth before Congress and corporate boards.
The Institute operates under a lean, highly specialized executive structure designed to command immediate academic, legal, and clinical authority.
